My contract establish that our deposit will be protected (DPS) but after 11 months we had not received any letter not notification about it, the law establish a penalisation of 3 times that amount but, is this amount for us the tenants or is just a fine to the Landlord?

Have u chased up the paperwork?
You need to find out if ur deposit is protected or not.
If not then the landlord may have to pay up to (that is up to) 3 times the amount of the deposit to you.

The whole protection of deposit thing is to try to encourage tenants to take care of properties they r renting so that they have hopes of getting some or all of their deposit back. You need to ask ur landlord 'how is my deposit protected?'

The answer will influence ur next steps. If it is not protected u can ask for it back or ask for it to be protected.

You have waited 11 months to check on this & have been fully aware of not receiving the needed information. You r therefore just as culpable as the landlord. A ltter could have gone astray, anything really. The landlord may well not be aware of the fact u have no information. Really u should be finding out what is happening instead of rubbing ur hands together at the thought of getting money out of ur landlord.......

l do not agree at all, AT ALL, that u r responsible for not asking for this after 11 months, the law establish that is the LANDLORD RESPONSIBILITY, u HAVE GIVEN HIM THE MONEY, what people wants???

The law does not protect at all the tenants & u can be served a S21 without any reason after 6 months in the property, so is very unlikely that any tenant will start when just moved into legal frenzy with ur agency when still u r setting the BT Line.

As the law in UK is so weak against the Landlord, they still will find the way to go, but for sure, the can not issue u a S21 without registering the deposit, & then well, the war is on, go for ur 3X, u deserved very well cause LANDLORDS LOVE THE S21 but they do love to enjoy ur deposit, steal u & so on.
