If you are under 18, you can not get a credit card.
If he is unemployed, he will not get a credit card since he has no way on paying it back. Disability barely pays for food and rent.

In general, in order to apply for a credit card, the applicant needs to have revenue. Since ur dad is on disability & receiving his benefits most likely will not qualify. Assuming ur dad has good credit history & a high credit bureau score, he may still be able to apply. My best advice is to simply try filling out the application & sending it in. However, if his credit score is low & he has made late payments in the past, l suggest u wait. When a consumer applies for credit, automatically the credit bureau is viewed & he may lose points in doing so (not many, about 5 to 10 points).
Now, l am not sure how BMO works, so u may want to ask a teller.

If you have no credit history your options are limited. Most likely your application will be decline by every bank. However you can apply for prepaid credit card. It is almost guaranteed, that you’ll be accepted.
